CPALogoThe Citizens' Police Academy offers a unique opportunity for interested citizens to learn about the role of the Police Department and its many functions, services and capabilities. Initiated in 2007 by Colonel Richard J. Rappoport, Chief of Police, the objective of the Citizens’ Police Academy is not to train individuals to be “police officers” but to produce informed citizens. Citizens and police officers meet each other face-to-face in a neutral, friendly setting so each group develops an understanding of the other. By helping citizens learn about its operations and personnel, the Department hopes to reduce fears and misconceptions that may exist and which result in conflicts caused simply by lack of understanding. You will find, as Citizens’ Academy graduates proudly confirm, that attendance at our Citizens’ Academy is a worthwhile investment of your time and a beneficial learning experience. The Academy presents information about a wide range of topics including laws, investigations, gangs and tactical operations.



CPAApplicants must meet the following minimum requirements:

  • City resident or work in the City of Fairfax
  • Be at least 18 years of age
  • Pass a police background check
  • Must be a United States citizen
