Brief Project Background

Upon completion of an extensive public process, which occurred between June 2011 and February 2012, the City Council approved a preliminary design for certain of the City’s downtown properties located on the block bound by Main Street, University Drive, North Street and Old Lee Highway.  The resulting approved project also included improvements to the East Street parking lot and the construction of the North Street pedestrian. The project plan was sent out to bid and a design consultant team was chosen to refine the preliminary design.

Project Components

Old Town Park/Square (Formerly Kitty-Pozer)
The project includes the construction of two parking lots with permeable brick paver parking stalls, multiple site retaining walls, ADA compliant brick pedestrian walkways, a two-tiered plaza, two storage sheds with connecting pergola structure, interactive water feature, cascade water feature, memorial garden area, preservation and enhancement of the existing Kitty-Pozer Garden, landscaping, protection of existing infrastructure and vegetation, lighting, supporting utility infrastructure including water lines, sanitary sewer lines, electrical duct banks, and storm drainage.

Pedestrian Barrier (Intersection of North & Chain Bridge Rd)
A pedestrian safety barrier approximately 90 feet in length is to be constructed along the north face of the Auld Shebeen Restaurant where the grade of the sidewalk falls below that of the adjacent travel lanes of North Street. This portion of the project will require removal of the existing concrete retaining wall, concrete sidewalk, and curb line along the length of the pedestrian barrier. Improvements will include the new pedestrian barrier constructed of concrete with custom form liners and color treatment, lighting built into the wall, new brick sidewalk, curb and gutter, and asphalt replacement along the alignment of the barrier.

Amoco Parking Lot (Main St/East St Public Parking Lot)
The existing gravel parking lot is to be improved by capping the existing gravel surface with asphalt, re-striping the parking spaces, adding signage and wheel stops.
