The investigation revealed that the driver of the vehicle did not have the owner's permission to possess the vehicle. Oscar Hernandez, 31, of Spotsylvania was arrested and transported to the Fairfax County Adult Detention Center where he was charged with Unauthorized Use of a Vehicle and Driving on a Revoked License.
