In 2020, the Commission for Women inaugurated the Women of Influence Award: Celebrating Women Making a Difference in the City. With this award, the commission sought to recognize and celebrate outstanding women who live in the city and have made a significant impact on the lives of Fairfax City residents.
Meet the women honored in 2024 for their service to the community.
2024
Kelly O’Brien, a dedicated city resident and community member for 13 years, holds key leadership positions that underscore her commitment. She is vice chair of the Parks and Recreation Advisory Board and an executive board member for the Old Town Fairfax Business Association. Her involvement extends to the Asian Festival on Main, where she is a part of the leadership team, orchestrating an event that showcases Asian culture through food, arts & crafts, education, and performances. Her dedication to education is evident in her roles as a mentor at Daniels Run Elementary for four years and as the School Supplies Coordinator and Class Parent at Mosaic Elementary. Her volunteer work in various official and unofficial capacities demonstrates her active community engagement.
Her professional journey, spanning seven years as a planner for the City of Fairfax and five years for the Town of Vienna, currently the deputy director of planning and Zoning for the Town of Vienna, is a testament to her expertise. She leverages this knowledge to benefit the community through a Facebook group she initiated in January 2023, Fairfax City 411. The group serves as a platform to keep the community informed, providing easy-to-understand summaries of upcoming meeting agendas for the City Council, Planning Commission, School Board, and other relevant topics. This initiative fosters dialogue and awareness among community members, a testament to Kelly's commitment to transparency and community engagement.
2024
Lorraine Koury is a longtime city resident. She practiced law in Northern Virginia for 34 years and retired in 2021. Her law office was located within the city limits for 23 years. She concentrated in family law.
She also has done pro-bono legal work. She assisted in a 2013 class action lawsuit, United States v. Commonwealth of Virginia, which deals with how the Commonwealth of Virginia treats people with intellectual disabilities.
She has always believed in transparent, free and fair elections. She served as a volunteer for the Democratic Party of Virginia as a poll watcher in the 2008, 2012, and 2016 Presidential Elections. Ms. Koury has been an elections volunteer serving the Democratic Party in various capacities in the City of Fairfax and surrounding Fairfax County from 2008-2020.
She volunteered her time, knowledge and expertise to represent the City of Fairfax Democratic Committee by serving on the City of Fairfax Electoral Board from April 6, 2018 to December 31, 2020 — the first time in 19 years a woman had served on the Electoral Board. This was a court appointed position. In her capacity as a board member, she helped the elections office improve and fine tune election trainings, absentee voting and election day processes and procures.
