Virginia law requires voters to show an eligible ID when in person. A voter who does not bring an acceptable ID will be required to sign an ID Confirmation Statement attesting that they are the named registered voter they claim to be. A voter without acceptable ID who refuses to sign the Statement will be offered a provisional ballot and will have until 12 pm on the Friday following the election to either supply a copy of their ID to the Electoral Board or to sign an ID Confirmation Statement.

Federal ID Requirements for First Time Voters
Voters who submit their Virginia voter registration application by mail are required by federal law to show identification when voting for the first time in a federal election if they did not send a copy of an acceptable ID with their voter registration application. Voters who fall into this category and who request a vote-by-mail ballot will be sent additional instructions along with their ballot.
